THERE comes a time when things need to be said, a time when it is necessary to deliver some home truths and a time to let people know where they stand.

Listening to Derby County manager Nigel Clough in the days after the dispiriting defeat by Scunthorpe United and before the FA Cup replay against Millwall, it was clear that time had arrived.

Clough, in his pre-match press conference before Millwall, spoke of the commitment, desire and honesty he wanted from his players.

Excuses and hard-luck stories would no longer be tolerated.

It had, in his words, become black and white. It was time for the players to do their jobs.

Clough's patience has worn thin and the gloves are off. Take it on board and deliver, or go - that seems to be his message to the players.

The response has been positive.

ONE of the great joys of researching your family history is to discover what your ancestor did for a living.

The way to discover an ancestor's occupation is quite simple - it is listed against their name in the 19thcentury Census returns. Other sources are birth and marriage certificates.

Quite often, the knowledge of a particular occupation will lead you onto another path in your research - especially if your ancestor was involved in an unusual line of work.

My great-grandfather, Thomas Dray, who was born in 1860 and who lived in south London in the latter years of the 19th century, is described in the 1881 Census as "ginger beer maker". Just how did he sustain himself and his family simply by making ginger beer? It called for further research.

A night's internet browsing led to a fascinating insight into London life in the late Victorian era. I found an interesting book, published in 1877, Street Life in London, by J Thomson and A Smith, which revealed that at that time some 300,000 gallons of ginger beer were sold annually on the city's streets!

It was very much a cottage industry, but the authors of Street Life revealed that the process was often undertaken in less than hygienic conditions, lamenting the fact that sometimes the process of boiling the ginger took place in the same copper boiler that was used to wash the clothes of several families!

Thomas Dray was one of a vast army of street vendors who plied their trade from a handcart in the byways and parks of the metropolis, and who sold gallons of ginger beer on a good day.

In an interesting take on the social habits of 19th-century Londoners, the Street Life authors reported: "The enormous number of persons who have spent their Saturday evening and wages in getting lamentably drunk, come out in the morning with their throats parched and are glad of anything that will relieve the retributive thirst from which they suffer. Ginger beer, under these circumstances, is particularly effective in restoring tone and mitigating the consequences of intemperance; and these are facts which readily account for the large sales effected on Sunday mornings."

It was estimated that ginger beer sellers would make an average net profit of pounds 1 per week, though this would rise considerably during hot summer days.

The site contains a thorough breakdown of all the Census returns with associated statistics on our ancestors'' occupations.

Gilmanton pantry needs help

The Gilmanton Community Church's food pantry and thrift shop needs your help.

We are nearing completion of the new pantry and thrift shop building. It has been a wonderful year of giving by many in and out of our community.

The building (which used to house the Gilmanton Ironworks's fire station) has been totally remodeled inside, and fresh paint has been added. All of the remodeling was done with donations of materials, labor and money from many generous businesses and individuals.

We also built and paved a new walkway from our church parking lot to the new building. This, too, was done through the donations of materials and labor by a number of wonderful people in the community.

We now are down to just a few remaining exterior items to finish up.

We need donations of gravel, topsoil, wildflower seed mix and lawn seed to complete the exterior landscaping. We have, through generous donations, been able to buy the materials to re-shingle the failing roof.

Now we need a crew to do the labor. If you are an experienced roofer and would be able to donate a couple weekends, please let us know. We are hoping to do the project on Aug. 21, 22, 28 and 29. We also need several people to help with the materials while the workers are on the roof.

Fiber optic lines conditional

FOUNTAIN SPRINGS -- The Butler Township supervisors have conditionally approved the installation of an underground fiber optic communications line for commercial customers.

The decision, made at Tuesday's meeting, will allow Northeast ITS LLC, Ridgeland, Miss., to construct a conduit fiber optics system from Cleveland, Ohio, crossing Pennsylvania and ending in New Jersey. The fiber optics system will consist of three 1.5-inch high density polyethylene ducts, with the township as Rolex fake one of the municipalities through which the lines will travel.

Municipal Project Manager William Anders of Lehigh Engineering LLC, the township's consulting engineers, said the company has provided the necessary paperwork.

"The applicant submitted a land development plan and status reports on the project for the (Butler Township) Planning Commission to review and comment," said Anders.

"At the planning commission meeting held April 19, the planning commission voted to recommend the final plan, with conditional approval, to the board of supervisors based upon the applicant meeting all of the engineer's review comments," he said.

Anders said a condition should be approved to assure the financial responsibility of the contractor if any problems arise.

"The applicant should put up some type of financial bond so the municipality is assured that any Coach Key Chain damage that might be done to the shoulder (of a road) during the construction of the fiber optic installation would be covered," Anders said.

Supervisors Chairman David Kessler asked if the $50,000 bond suggested by the company would be adequate, and Anders said he would need to review the project.

In order to get the project started, the supervisors approved the project pending Anders' review to determine the adequate level of the bond.

The installation project may begin as early as Monday. The fiber optics system will be installed along the following roads:

- Main Street (Route 54);

- Lavelle Road (Route 4027);

- Germanville Road (township Route 417);

- Gordon Road (Route 4007);

- Country Club Road (township Route 940);

- Beaverdam Road;

- Fountain Street (state Route 61);

- Sixth Street;

- West Wood Lane;

- Walnick Drive (township Route 907); and

- West Laurel Street.

The construction operation will use directional boring in the township.

Kessler announced the next hearing of the Butler Township Zoning Hearing Board will be held at 7 p.m. April 29 in the North Schuylkill Jr./Sr. High School boardroom.

Microsoft launches palm PC

In girding for battle, Microsoft enlisted licensees Casio, Everex, LG Electronics, Palmax, Philips, Samsung and Uniden, many of which displayed prototypes at CES in Las Vegas Dallas Stars last week with plans to ship product by June in $300-$400 range. Tonight, the public can vent their enthusiasm - or lack thereof - of a sweeping 4-year-old program adopted by the cities of Long Beach and Los Angeles to slash port-generated pollution in half by 2012.

The 7 p.m. workshop at Long Beach City Hall, 333 W. Ocean Blvd., will guide port authorities in both cities as they refine long-term goals in the Clean Air Action Plan, or CAAP.

And don't fret about them not listening. By law, public direction has to be incorporated into the overall plan. If it's not, the public can sue, as has been done successfully in recent years.

But back to the plan.

Since its inception in 2006, the plan can boast a number of real successes, including a pre-2007 truck ban (now nearly complete), ship-to-shore power programs, low-emission cranes, a new generation of "clean" locomotives and perhaps most importantly, the imitation of such programs at seaports across the globe.

Even China, the world's biggest polluter, is studying the plan.

The plan can also be credited with spurring significant investment and research into clean, green technologies like hybrid tugboats and trains, electric trucks, and low-sulfur fuels.

And yet much remains to be done, hence this evening's public hearing.

The ports need, by law, community input as they begin modernizing dozens of marine terminals, roadways, bridges, railyards and other facilities serving the nation's largest port complex.

Negotiations are now taking place to determine whether a coalition can be formed. A coalition of at least three parties will now need to join together to form a new government. VVD Leader Mark Rutte could now become the first prime minister from his political camp since World War I. He is trying to negotiate a coalition and wants to bring Wilders' party into his government. But the third party Rutte wants included, the Christian Democrats, don't want to serve with Wilders' party.

Many Dutch were shocked to find that Wilders' far-right Freedom Party (PVV) picked up 15 seats, rising from nine in the last parliament to 24 now. That is 16 percent of the seats in a parliament where the largest single party only holds 21 percent of the seats.

But the strong support for Wilders and his Freedom Party might be a sign that the Dutch population is concerned with immigration issues, a topic Wilders--who is fighting to end the "Islamization of the Netherlands"--stands firm on.

Last week, Wilders announced his belief that Jordan should be renamed Palestine, to which Amman responded that Wilders' statement sounded like something the Israeli right wing might say.

A dental hygienist and therapist who has returned from a three- week trip to Uganda to carry out charity work said it was the best thing she has done.

Eva Maria Traum, 36, of Salisbury Road, Blandford, Dorset, works for the Alaska House practice in Blandford and the Wimborne Dental Health Practice.

Clients at the two surgeries helped to finance her trip with the Christian Relief Uganda organisation, contributing a total of Pounds 1,600 to the materials she took with her - 70 kilos of gloves, masks, wipes, visors, local anaesthetic and needles.

They will be used in work with deprived communities in the African country where millions of people live in poverty.

"To see a four-year-old child who can't eat because of an abscess come back smiling an hour after having his tooth extracted made the trip worth it," she said.

"It was very humbling to find women and children going down on their knees to thank us for our work, and we were told to let them because it was the only thanks they could give us.

"People may say it is a drop in the ocean, and that dentistry is not the first thing they would think of when it comes to charity relief, but having dental problems means that people can't eat."

The makeshift surgeries in which Miss Traum carried out work were a far cry from the well-equipped practices in which she works back in England.

Here the absence of water and electricity would have forced surgeries to close.

But Miss Traum said: "It's amazing what you can do without all the trappings."

Posters were put up so people knew about the clinics. But there was reluctance among patients.

Miss Traum said: "In Uganda, nobody believes anything until they see it, and it takes them a bit of time after watching us for an hour or so to come forward for treatment.

"We had to leave our hotel at eight in the morning to travel for two hours to the village and set off back at about five o'clock to get home before it goes dark, which happens quickly."

Children chew sugar cane to sustain themselves on long walks to school and Miss Traum and her colleagues advised that this could lead to tooth decay.

This prompted the children to ask why sugar was put into their toothpaste, a question that at first non-plussed the team.

Miss Traum said: "We discovered that although real toothpaste is available, they cannot afford it, and instead use a cheaper counterfeit toothpaste which is filled with porridge and sugar.

"Eighty-five per cent of the people there were HIV positive, and we saw quite a few cases of full-blown Aids in communities where whole generations are missing. There are very few elderly people and the average life expectancy is 53."

The group of five dental professionals from the UK and six from Uganda was led by Charity Relief Uganda's organiser Barbara Koffman. She said: "We went out to Namagonga, a forested peninsular on the shores of Lake Victoria, which is accessible only by boat. Simon Parker visits an artist who is shedding light on the lives of two extraordinary women who worked at a tiny studio on the sea's edge for half a century The approach to Bucks Mill could hardly be more idyllic. A narrow winding lane fringed with campions, bluebells and beech trees in new leaf dips steeply, the air faintly scented with wild garlic.

Over the stream, the valley gives way to rows of thatched fishermen's cottages and the first glimpse of the ocean.

All in all, not a bad place to work. Today, inevitably, Bucks Mill is neither a place of work nor even a place of much full-time residence. One of the very first picturesque settlements on the Devon coast to fall victim to the scourge of second home ownership, most of the artisan dwellings were snapped up for holiday homes as far back as the 1960s.

However, in common other villages occupied for only part of the year, what it lacks in workaday bustle it more than makes up for in tranquility.

Two people who recognised the beauty of this former fishing and lime-producing port on the North Devon coast were artists and lovers Judith Ackland and Mary Stella Edwards.

For a period of more that 50 years, the couple spent their summers in a tiny cabin perched on a cliff path overlooking the sea at Bucks Mill. There, Judith painted evocative scenes of the surrounding village and countryside, while Mary composed poetry celebrating the natural beauty of the area and the couple's deep love for each other.

When Judith died in June 1971, Mary never returned to Bucks Mill and the cabin, stocked with the accoutrements of everyday life, lay undisturbed for almost four decades. Now, the one-up, one-down cabin is once again being used as an artist's studio, this time by Kate Paxman from Totnes, who was invited to hold a residency there by the National Trust, which owns the building.

For the past two weeks, Kate has been working in and around the cabin, operating in a style which would in some ways have been totally alien to Judith and Mary and in other respects quite familiar. Unlike her predecessors, who worked mainly in watercolours, Kate employs photography and film -- and although her approach to recording the physical features of the area and the emotional responses they provoke is technically different, it displays the same empathy.

When I arrived at the cabin half-way through Kate's residency, she had just discovered a wicker basket under the small bed the two women shared for 50 summers. Inside were brushes, paints, pencils, palette knives and other tools associated with working artists. Put away, though not abandoned, the items were clearly intended to be retrieved.

There is a sadness about these and many of the other objects of what is essentially a time capsule. Hand-mended linen, tea cups and plates, a cardboard box advertising Libby's pineapple chunks, wooden coat hangers strung on a wire. All are there waiting for Judith and Mary to return in the summer that never arrived.

But thanks to the efforts of Kate Paxman and the generosity of the National Trust, Appledore Arts and North Devon AONB, the lives of these two women can be revisited.

More brownouts to hit Cebu - D

CEBU CITY (PNA) - An official of the Department of Energy (DOE) 7 has warned that Cebu will continue to Cote d-Ivoire have more brownouts as the province demands more electricity.

Aguinaldo Briones, DoE Senior Science Research specialist, said Cebu's total power demand stands at 645 megawatts (MW) against a power supply of only 295 MW, or a shortage of 350 MW.

Briones said the six plants in Cebu and Leyte only generate said 295 MW power.

Briones said the blackout that hit Cebu earlier during the week happened after the power transmission line from Talisay City to Compostela town tripped off, thus preventing the entry of power supply from Leyte.

Leyte supplies power to the Cebu-Negros-Panay (CNP) grid and because the supply cannot pass through the Talisay-Compostela power line, a blackout occurred especially in areas serviced by Cebu Electric Cooperative (Cebeco) 1 and Cebeco 3, Briones said.

The blackout was a problem of the National Grid Corporation of the Philippines (NGCP), a private firm that transmits power from plants to power distribution utilities, like the Visayan Electric Co. (VECO), Briones said.

Orr board considers Smith repl

ORRVILLE DISTDRICT -- The board met in special session Thursday morning to consider the selection of candidates to replace Donna Smith as a member of the school board. Smith tendered her resignation to the board last month, saying she was relocating away from the school district.

The board then called for the submission of letters of interest or resumes from anyone in the Orrville community wanting to assume Smith's seat for the remainder of her 18-month term.

Superintendent Jon Ritchie said earlier this week the board had received five watches-z applications from citizens interested in serving on the board, which it planned to consider.

On Thursday when the board met, it immediately adjourned to executive session to discuss personnel matters, presumed to be the discussion of the letters and resumes it had received.

Following the executive session, the board set another special meeting for Tuesday, at 6:30 p.m., during which it plans to conduct interviews with the five candidates requesting consideration for the position. The meeting will be held in the Orrville High School library.

District Treasurer Mark Dickerhoof said it is likely the board will vote on a new member following the conclusion of the interviews.

Under the law, according to Ritchie, the board has 30 days from the date of Smith's resignation (June 17) to appoint a new board member. If the board is unable to do that, or becomes deadlocked, the decision passes to a court of common pleas judge.

Ritchie said earlier this week he was encouraged by the quality of the candidates seeking the board seat and felt the board would be able to identify a suitable replacement for Smith.

Defying The Wwjd Expectation

One thriving genre in the Christian publishing industry applies the "What would Jesus do?" formula to success in nominally secular fields: "Lead Like Jesus," "Jesus, Life Coach," "The Leadership Genius of Jesus," "Taking Jesus to Work."

You'd think "Connecting Like Jesus" would fall into that category.

But the book, being released this month by Jossey-Bass at $21.95, is subtitled "Practices for Healing, Teaching and Preaching." And it's co-authored by Tony Campolo, known for his work in social justice.

Scratch that genre theory.

Campolo, the preacher and sociology professor emeritus at Eastern University, and Mary Albert Darling, a communications professor at Spring Arbor University, have produced a book that aims to wed spiritual disciplines to communication skills.

And while any book with "preaching" in its subtitle would seem to be mostly for pastors, Campolo and Darling are writing for laity as well as clergy.

Mayor boycotts Queen's Baton w

VARANASI: The Queen's Baton Relay of Commonwealth Games 2010 landed in controversy in Varanasi as mayor Kaushalendra Singh boycotted the welcome ceremony on Monday, describing it as a symbol of colonial slavery even six decades after Independence.

"On the behalf of the citizens of Varanasi, I boycott and denounce the Queen's New York Islanders Baton Relay in the city which had played a crucial role in the Quit India Movement against British rule," said mayor while talking to reporters on Monday. Diverse faiths to open council

Leaders of different faiths will be allowed to pray at the beginning of bimonthly Jacksonville City Council meetings under a new, more inclusive policy outlined Thursday by council President Jack Webb.

Starting with the July 27 meeting, the first in Webb's tenure, the invocation will no longer be given by the council's chaplain. Instead, over the course of Webb's yearlong term, it is quite possible that Hindus, Buddhists, Muslims and Extra Strap Replica Jews will join Christians in giving the invocation.

"As much as it's random and as much as it's going to be open, that's a distinct possibility," Webb said.

He said he will work with the General Counsel's Office to come up with protocol but is hopeful the rotation of faith leaders reflects the varying religious backgrounds of Jacksonville residents. Webb said he will also allow the other 18 council members to suggest faith leaders to pray.

Overtly Christian prayers in the past year by Councilman Don Redman, the council's former chaplain, have come under fire from the ACLU and Anti-Defamation League. Both organizations have written letters to the City Council questioning the constitutionality of such prayers and requesting that the council create a universal policy.

David Barkey, the Southern Area Counsel for the Anti-Defamation League, said Webb's new policy will work only if it truly embraces a multitude of faiths.

"We commend him for making the effort and showing an intent to be more inclusive and more fair and showing the intent to be ecumenical within the Jacksonville community," Barkey said.

All 19 council members identify as Christian, but the sectarian nature of Redman's invocations were put on the spot during the controversial nomination of Muslim professor Parvez Ahmed to the city's Human Rights Commission.

Redman said Thursday he didn't have a problem with Webb's decision.

Market Days not always profit

When Market Days kicks off Thursday, it will send tens of thousands of people downtown, injecting millions of dollars into the city's economy.

Using a formula from the state's travel and tourism division, nonprofit Main Street Concord says event-goers spent $3.2 million over the course of three days last July.

But even with those kinds of numbers, Market Days doesn't guarantee big profits for downtown retailers. What it does promise, retailers said, is exposure - a boon to business that's harder to quantify.

"In the downtown environment, most of the battle is getting people to come here," said Jeff Bart, whose family runs Granite State Candy on Warren Street. "Once we get them here, it's easy."

Although Bart doesn't set up shop on the street during the annual July event - his chocolates wouldn't withstand the heat - he said his business still sees a boost that's "significant" compared with an average summer weekend, though nothing like Christmas or Valentine's Day.

"For the summer months, it's great," Bart said. But the bigger benefit, he said, is that the event "brings just an enormous number of people downtown."

As a family event, Market Days draws plenty of potential customers for Main Street toy store Imagination Village. But "because everything we sell outside is on sale, we don't make a lot of profit," said store owner Laura Miller.

The store also pays staffing costs to stay open from 9 a.m. to 10 p.m. during the three-day event, another factor that cuts into the profit margin.

Still, Miller said Market Days is valuable for its potential to reach new customers. When her store started participating in the event, she said, "it was more a way to get rid of discontinued things." Now she views it as a way to showcase what the store offers.

John Constant of Constantly Pizza also takes a longer-term look at the event. Selling pizza on the sidewalk during Market Days, "we always try to keep the pricing really low," Constant said. "That's why we do a really good discount. You hope you get a new customer or family that's never tried you that likes you, and you get a regular."

For other stores on Main Street, Market Days means business as usual. "We don't have a lot of little tchotchkes we sell, unfortunately," said Art Learned, who with his wife, Janet, runs Things Are Cooking.

They don't set up a booth during Market Days, and to an extent, Learned said, the event is "counterproductive," since street vendors block visibility to his store.

That said, if Market Days helps other Main Street businesses - and in turn, the downtown economy - handbags-w Learned said he too will benefit. "The rising tide lifts all the ships," he said. "So we just go along with it."

PHOENIX -- Losing one game in Phoenix was tolerable for the Los Angeles Lakers. Two losses and things start to get uncomfortable for the reigning NBA champions.

It's safe to say that coach Phil Jackson was giving his team a refresher course on how to beat a zone defense when the Lakers worked out at US Airways Center on Monday after Phoenix employed the strategy to great success in its 118-109 victory on Sunday night. There were inferences on Monday that the zone is somehow an "unmanly" defense, that real teams play man-to-man.

PHOENIX -- Reserves Channing Frye and Jared Dudley broke out of their series-long shooting slumps with 20 and 19 points, respectively, and the Phoenix Suns overcame an early 14-point deficit to rout the Portland Trail Blazers 107-88 on Monday night and take a 3-2 lead in their first-round playoff series.

Phoenix can advance to the second round by beating the Blazers in Portland on Thursday night.

Two hundred and thirty-four years ago today, the Continental Congress adopted the Declaration of Independence, rejecting the tyranny of Great Britain and its king. In the spirit of the holiday that celebrates that event, we ask that the United States commit to an expanded declaration of independence.

The nation should:

- Declare its independence from fossil fuels. The giant BP spill in the Gulf of Mexico is a LED spotlight dramatic example of the price that must be paid for our reliance on oil. Other effects of burning fossil fuels are less visible but insidious. Air pollution is shortening lives and sucking up billions in additional health care costs. Many parts of the nation have been despoiled by the quest for coal. Burning fossil fuels is changing the climate. The founders had to fight to make their declaration meaningful. The fight for energy independence will last far longer than the Revolutionary War, but it's a fight that must be won.

- Declare independence from ignorance. Far too many public schools are failing their students. American students ranked third from the bottom in mathematics when compared to students in the other 29 economically-developed nations, and they were below average in science literacy. This does not bode well for America's ability to compete in the global market place.

- Declare independence from irresponsible debt. Not all debt is bad. It can be wise to borrow to grow, to stimulate an economy that threatens to slide deeper into recession, and to cope with emergencies. But needlessly accruing debt that will have to be paid with interest by future generations is irresponsible.

- Declare independence from the oppression of hunger, poverty and homelessness. In a wealthy nation of great waste there is no excuse for hunger. The solution to poverty is education, opportunity and jobs. Of those, only opportunity is in adequate supply.

MANILA, July 7 (Xinhua) -- Philippine-based Asian Development Bank (ADB) is encouraging developing economies in Asia and Pacific to boost their investment in the agriculture sector to address the widespread hunger and cushion billions of people from future spikes in food prices.

Highlighting the urgency of increase funding in the industry, the multilateral lender and its partners on Wednesday said that the developing countries need to double the food production by 2050 in order to feed the growing population.

Americans need to take a hard

IT is time for the American government and people to take stock of the situation in Afghanistan.

We need to consider, with an unflinchingly critical perspective, the present geo-political situation in Afghanistan (and Pakistan), especially in context of the inauspicious milestone reached in the conflict: the dismissal by President Obama of Gen. Stanley McChrystal, the architect of the current war strategy in Afghanistan.

Essentially, America finds itself in a quagmire from which we cannot extricate ourselves in the near future with any real efficacy or speed, leaving meaningful gains in our wake.

Indeed, the Af-Pak situation seems to be rapidly deteriorating, rather than improving.

In both Afghanistan and Pakistan, the American government is (and has been for nearly a decade) backing authoritarian, autocratic rulers who are reviled by the electorates over which they preside, respectively.

Asif Ali Zardari, the leader of Pakistan, has, among other things, shown himself only marginally willing to confront the extremist threat that issues from his country, both into Afghanistan, and recently as far as Times Square, given the attempted bombing by Faisal Shahzad, who was trained in Pakistan.

Zardari has consistently proved unwilling to engage in any sustained, meaningful offensive against Tehreek-e-Talibani (the Pakistani Taliban) or the extensive Al-Qaeda network, which is thought by the western intelligence community to have taken sanctuary in Waziristan and the Federally Administered Tribal Areas along the border with Afghanistan.

Indeed, for all intents and purposes, the Af-Pak border is a fiction. Insurgents consistently launch cross-border attacks on NATO and allied forces in Afghanistan with near impunity and have, on several occasions, been observed being aided and abetted by the Pakistani military, which in one instance, fired on American troops from across the border.

What makes the securing of the Af-Pak border a potentially insurmountable problem is that the Af-Pak border region is host to some of the most mountainous and rugged terrain in the world, completely inaccessible to conventional military forces.

'ONE IN 14 JOBS FACE THE AXE'

ONE in every 14 jobs in the city could be lost as unemployment in Plymouth doubles, a leading economist has warned. Dr Steven Brand told The Herald the city's economy faces a "dangerous downward spiral" as it prepares for deep public sector spending cuts. Up to 8,000 redundancies will be made in the city over the next five years, he said, leaving more than seven per cent of people out of work.

Dr Brand said the private sector would be key in steering the country away from a dreaded 'double-dip' recession, calling for "maximum Government support" over the coming years. "Without it, unemployment in the city will rise steeply in the coming years and the absolute size of the economy may begin to shrink," he said. "That can set an economy off on a very dangerous downward spiral." New Zealand has just embarked on the second phase of the Emissions Trading Scheme. The ETS is supposedly a market mechanism. It may drive efficiencies by pricing the sources of greenhouse- changing gases in such a way that industry will have no choice but to improve.

It's a nice argument and sounds convincing, except the ETS is a controlled market. It's heavily regulated and totally depends on the forced participation of every New Zealander. Having travelled extensively around New Zealand, I've asked restaurant staff, hotel cleaners and those usual fonts of knowledge, taxi drivers, what they know about the ETS. The response has largely been a blank face.

Anyone who uses electricity or land transport fuels, which is everybody, will pay more in order to cover the cost of emissions units needed to meet the greenhouse gas emissions produced. Estimated retail electricity prices will soon rise by 5 per cent and it will add some 4 cents full lace wigs a litre to the cost of petrol and diesel.

If people are confused why farmers have been so grumpy, given biological emissions don't kick in until 2015, it's because we are users of electricity and fuels too. According to work done for the Minister of Agriculture, New Zealand's farmers face $92m in added costs from yesterday.

The 2010 Budget reserved $1.06b of taxpayer dollars for the allocation of emission units. The ETS doesn't come cheap. Yet trying to get a straight answer is, well, trying. On the morning of Budget 2010, in May, the office of the Minister of Climate Change dismissed out of hand Federated Farmers' estimate the ETS will cost society $527m. Instead, an unnamed official put up $350m as a cast-iron sum. When asked for a detailed breakdown by the Dominion Post, the Minister's office went to ground - where it remains today.

A few hours later, in the 2010 Budget itself, the ETS' cost went from this "cast iron" $350m to $378m. While they say a week is a long time in politics, the public deserves to see how these sums have been calculated.

We now see Government MPs running a sales and marketing drive, telling their constituents and the media, that the cost per household is a palatable sounding $3 a abercrombie fitch week. This is also where it becomes a bit like Yes Minister.

Using $3 a week over New Zealand's 1.7 million households, you end up with the ETS costing households $265 million. Is the Government truly saying the total combined fuel and electricity bill for New Zealand's 477,000 businesses is only between $85m and $113m per annum, dependent on whether you use figures put out by the office of the Minister of Climate Change or the Minister of Finance?

Farmers are understandably displeased to find they're shouldering 26 per cent of the ETS' year one burden, or virtually the entire business component. When you produce 64 per cent of New Zealand's export earnings, that's golden goose territory. More so as out of all the major income earning sectors in the economy, agriculture has done the best job at controlling its emissions. You don't hear that said much.

Rural MPs are using the smallest denominator to lessen the ETS' apparent impact. Six cents per kilogram may not sound like much, but when you are a sheep farmer making a profit of just over $9 a lamb, that adds up to $1.08 on a 18kg animal. The ETS wipes out 12 per cent of your profit - to achieve what exactly?

ONLY a week after Taiwan signed the equivalent of a free trade agreement with China, the impact is already being felt across the region.

A Taiwan official said 22 members of the World Trade Organisation have asked Taiwan for briefings on the agreement, formally known as the Economic Cooperation Framework Agreement, or Ecfa.

Ironically, while Taiwan sought the accord in an attempt to avoid being isolated, other economic heavyweights, such as Japan and South Korea, are now wary that the island may have stolen a march on them in terms of exports to the mainland.

The Asahi Shimbun, for example, wrote on July 1, the day after the pact was signed, that it "could reshape the trade environment in Asia, forcing Japan to shift its strategy in trade talks while prompting companies to form new ties".

The South Korean news agency Yonhap quoted a report by the Korea International Trade Association calling for Seoul to sign a free trade pact with China quickly to offset the "significant damage" to South Korean exports to China.

According to Asahi, of the 20 biggest South Korean exports to China, 14, including liquid crystal displays, semiconductors and petrochemical products, compete against Taiwanese products. And these 14 account for 60 per cent of all South Korean exports to China.

Knole plan facing axe

Plans to build a brand new academy in Sevenoaks are now in jeopardy.

The new Knole Academy, which opens in September on two temporary sites, was set to have a Pounds 25m purpose-built home at the Wildernesse School in 2013.

But on Monday the Government announced it was halting school building projects across Kent and placing eight planned buildings for academies "under discussion", including the Knole Academy.

The new academy, which will open after the Wildernesse and Bradbourne schools close at the end of this month, has been hailed as a new era of state-funded co-educational teaching in the town.

However, plans to build state-of-the-art facilities at Wildernesse, for which there has not been a planning application, could be hit by the axing of the country's national school redevelopment scheme.

Principal designate Mary Boyle said the news did not affect the move to academy status.

Bradbourne parent Karen Fuller said: "I did wonder if this would happen.

"My major concern has always been the disruption it will cause for students, and the uncertainty makes it worse."

He said: "The Department of Education said to carry on planning the new building but at some point in the future there will be a review on whether the building will go ahead in its currently form, so it's business as usual.

Education secretary Michael Gove said he would look "sympathetically" on academies where there is a merger of schools and the use of existing buildings would cause educational problems, and where there is any other pressing need for building work to go ahead.

MAPLE HEIGHTS -- Odds are that the majority of state wrestling qualifiers from the Div. III Maple Heights District will wind up on the podium in Columbus.

In fact, Saturday's district finals looked like a mini state tournament, with match after match featuring top-five ranked grapplers squaring off.

The loaded district that included Bedford Chanel (No. 3 ranking, first, 210 points), CVCA (No. 2, second, 152.5 points), Cuyahoga Heights (No. 5, seventh, 64), Waynedale (No. 8, fifth, 73), and countless other schools with good wrestling traditions ranging from Lake County down to Wayne County, proved to be the meatgrinder people expected.

"I think if you take the top three qualifiers at each weight from here they'd be almost as good as the top three from Div. I Mentor or Div. II Firestone," said veteran official John Kiel. "Or just as good in some weights."

Only the cream of the area crop survived. Forty-six local qualifiers were reduced to 15 who turned in top-four finishes to earn tickets to the 73rd annual State Wrestling Championships to be held this Thursday through Saturday.

District titles won by top-ranked locals Dennis Raber (160) of Orrville and Kurtis Schaefer (189) of Northwestern highlighted the finals. Also winning championship were Tuslaw's Zack Nelson (119) and Chippewa's Justin Schafrath (215).

There was not a Beam vs. Schaefer III at the district after Kirtland's third-ranked Royal Bettrager pinned the second-ranked Golden Bear and eventual third-place finisher in the semifinals.

Assad rejects direct talks wit

Syrian President Bashar Assad on Friday rejected Israel's call for direct peace talks but said he was prepared to resume indirect negotiations mediated by Turkey.

Assad was in Paris two days after Prime Minister Binyamin Netanyahu visited the city and said he was ready to meet the Syrian president anywhere, at any moment, but without preconditions.

But Assad said that face-to-face talks with Netanyahu would not be fruitful.

"What would we talk about, the menu or the return of land?" Assad asked reporters in Paris after he met with French President Nicolas Sarkozy.

"Me, I say we would talk about returning land, and for this subject there is a framework," mechanisms and specialized negotiators to handle this, he said.

"It is neither me nor Mr. Netanyahu," Assad said. "If Mr. Netanyahu is serious, he can send his teams of experts, we will send our teams of experts to Turkey. They can then talk, if they are really interested in peace."

Israel had no official response to Assad's words.

The possibility of movement on the Syrian track comes as efforts to launch talks with the Palestinians have hit a dead end.

"It is an invitation for an Israeli group to come to Turkey," said Liel.

Tensions between Israel and Turkey would make it hard for the Turks to play the same role that they did under Olmert, he said, but, he added, Netanyahu had said Israel would meet the Syrians anywhere. Presumably that would include Turkey, Liel said.

KANPUR: A 65-year-old man allegedly committed suicide at the house of a widow he was in a relationship, in Vinayakpur locality under the Kalyanpur police station limits here on late Sunday night.

Radhey Ram Shukla, was found dead with multiple injuries on his neck at the house of a woman, Rani in Vinayakpur locality when the latter, who was on the ground floor of the house, went to check him at the first floor of the house.

Rani, who is presently in police custody for questioning, told police that she was downstairs in the house when Shukla arrived. She said she saw him, who lived in Pargahi village in Mandhana area, going upstairs and sometime later, he ended his life by hanging himself with the ceiling of the room.
